If you're willing to write a script, you could do this yourself. It would be pretty cool.

I'd put it in a firstFilter. The firstFilter would loop backwards (nomad-style) from the address of the page, adding #metaKeywords directives together. Finally it would store the entire bunch in the page table, in a metaKeywords string.
