First of all make sure that you have set up the frontier action to map to :cgi-bin:frontier.acgi, then make sure that you have mapped the suffix .fcgi to use that action. Then try it with the origional path, I thnk though that you will have to make the path include the cgi-bin directory. Of course you could of tried this already in that case I'll have to put on my thinking hat again.
