If you're a CSS developer, how have you been able to negotiate this minefield in your sites?

Server-side browser-sniffing, serve different stylesheets to different browsers. Yes, I know it's not ideal, but it does work.

Other people seem keen on authoring a base stylesheet for NN4.x, IE3.x, and using the @import facility to override styles for IE4+.
