From what people have told me, Germany has the strictest (or perhaps just most detailed) data protection laws. Having it as a constitutional right is hard to beat, though.(I just got back from my first trip to Sweden; Stockholm is a *wonderful* city, and this is one more reason to think about moving over that way ;)
Other countries with varying/partial levels of protection include Canada, Japan, Australia, New Zealand.
