I think you're right about the fear bit.

I came across some people, writers I assume, discussing fatbrain's new publishing scheme. They didn't want to use it for fear that no one would buy their work, and because it was "published", they couldn't sell it to their regular dead-tree publisher.

They don't seem to see the opportunities there.
