Question about Conxion's service

It seems to me that conxion had a responsibility to follow up with PacBell and recommend (to Dave) a new T1 provider.

If they didn't do those things, then they are at fault(I think). If they did, I'd like that to be confirmed here on the discussion group or on the scripting news site.
